IT Business Analyst (Budget & Administrative Services)

Job Description:

General Summary & Essential Responsibilities Performs responsible technical and analytical work to elicit, analyze, specify, and validate the business needs of stakeholders within County departments. The Business Analyst will ensure IT's understanding of business requirements. Work involves the use of logic, report writing, testing, analysis, implementation of new software, troubleshooting, customer service, training, and documentation. ESSENTIAL RESPONSIBILITIES: * Creates and deploys feedback mechanisms for end users; coordinates with department heads to assess departmental application training needs and objectives: analyzes results; makes recommendations for support process improvements; and implements changes. * Coordinates support with third-party vendors: posts software updates, knowledge bases, and "frequently asked questions" resources on intranet to assist in problem resolution; performs preventative maintenance such as installing service packs, patches, hot fixes, etc.; and prioritizes, schedules and administers all instances where enhancements and defect resolution are required. * Participates in the design, development, and delivery of software applications training programs and individual classes. * Clarifies, updates and improves business processes impacted by technology changes; documents outside stakeholders impacted by any change to a departmental process or software implementation. * Conducts research into software application products and services in support of development and purchasing efforts: and provides support for the testing of new and existing software applications under development or consideration for purchase. * Fields incoming problem tickets from end users to resolve application and software issues within servers, databases, and other mission-critical systems: applies diagnostic utilities to aid in troubleshooting; and communicates application problems and issues to key stakeholders, including management, development teams, end users, and unit leaders. * Evaluates documented resolutions and analyzes trends for ways to prevent repeated future problems: records, tracks, and documents the problem-solving process, including all successful and unsuccessful decisions made, and actions taken, through to final resolution; tests fixes and performs post-resolution follow-ups. * Documents all pertinent end user identification information, including name, department, contact information, and nature of problem or issue. * Provides on-call after hours support on an as-needed basis or in support of a project. * Maintains and enhances performance of all new and existing software and applications across the organization: identifies and learns appropriate software applications used and supported by the organization. * Performs basic administrative duties including written reports, memorandums, letters, and electronic correspondence, interaction with vendors, and communication through telephone and meetings. * Provide exceptional customer assistance, problem-solving, and/or complaints by all forms of communication. Min. Education, Licenses and Certifications Minimum Education and Experience: * Bachelor's degree in computer science, information technology or related field is required. * Two (2) years of experience in information technology, technical support or related field. * Or an equivalent combination of relevant training, education, and experience. Licenses and/or Certificates: None. Knowledge, Skills and Abilities * Ability to establish and maintain effective working relationships. * In-depth, hands-on knowledge of and experience with enterprise and desktop applications, including Microsoft Office, Windows, Arc-View, other Software Applications, and the Internet. * Ability to demonstrate excellent critical thinking and problem solving techniques. * Knowledge of modern governmental office practices, procedures, equipment, and standard administrative support techniques. * Knowledge of Charlotte County's department's policies and procedures. * Ability to exercise judgment and discretion in applying and interpreting policies and procedures established by the departments, County, and state. * Ability to perform multiple tasks independently, with accuracy and attention to detail. * Ability to make recommendations and to use resourcefulness and tact in solving new problems. * Analytical and research skills; ability to ascertain priorities and meet deadlines and objectives. * Strong written and oral communication skills. * Skill in the use of standard office computer equipment and software applications; ability to maintain accurate records and reports. * Ability to provide internal/external guidance and customer assistance via all forms of communication. Supplemental Information Working Conditions: Work is primarily performed in an indoor, climate-controlled environment and is nearly absent from disagreeable elements (e.g., irate customers, extreme noise, heat, odors, heights and/or dust). Risk/Safety Conditions: There is little or no risk related to physical and/or mental health and safety associated with this position. Physical Activities: Walking, sitting, stooping, hearing, kneeling, seeing up close, talking, standing, finger movement, repetitive motions, and frequent sustained positions.
