Job Description:
SUMMARY
Performs supervisory, technical, and analytical work in the
preparation and maintenance of accounting records for the Court
Operations of Charlotte County and the non-court related operations
of the Clerk of Courts. This position helps maintain the court
related performance system (currently Benchmark) and is responsible
for monthly, quarterly and annual reporting to the Clerk of Courts
Operations Corporation (CCOC) and the State. The incumbent is
relied upon in forecasting expenditures, budgeting, year-end
reporting, and preparing all supporting documentation for the
annual audits as it relates to the Clerk's operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Supervision of the accounts payable function for all Clerk of Court
invoicing to include; travel expense reports, auditing and
processing. Responsibilities also include year-end accrual of
accounts payable.
Supervision and performance of banking transactions as relates to
the Clerk of Courts bank accounts, including monthly bank
reconciliations, daily deposit verifications, etc.
Supervision of court related daily transactions including heavy
involvement in the system used to track court cases, apply fines
and costs to cases and creation of monthly reports from the
database. This involves review of State Statutes for changes in
fines, fees and costs that may be appropriate and review of system
generated reports for accuracy and compliance with reporting
requirements.
Preparation of supporting documentation for annual financial audit,
IV-D grant audit and indirect cost study audit.
Monthly updating of fund analysis related to Clerk operations for
use in forecasting and keeping the Clerk informed of financial
situation throughout the year. Monthly updating of various revenue
tracking schedules to assist in the forecasting process.
Monthly processing of various journal entries and annual closing
entries.
Assists with preparation of financial statements and report
Prepares various reports, schedules and analysis as requested.
Serves as a resource to other Finance staff and troubleshoot
problems to assure accurate maintenance of financial data.
Assists with development of specifications for new systems;
coordinating staff training, identifying legacy systems suitable
for conversion to county-wide systems; reviewing system
documentation for compliance with department accounting policies
and procedu

SUPERVISORY RESPONSIBILITIES - Directly supervises two employees.
Carries out supervisory responsibilities in accordance with the
organization's policies and applicable laws. Responsibilities
include interviewing and training employees; planning, assigning
and directing work; appraising performance; rewarding and
disciplining employees; addressing complaints and resolving
problems.
QUALIFICATIONS - To perform this job successfully, an individual

EDUCATION AND EXPERIENCE - Bachelor's degree in Accounting or
related field from four-year college or university; and four years
related experience and/or training. Experience in Cost Accounting
and/or Government Accounting is preferred. Knowledge of generally
accepted accounting principles as it applies to governmental
entities is preferred. Previous supervisory experience is a
plus.
LANGUAGE SKILLS - Ability to read and interpret documents such as
safety rules, operating and maintenance instructions, and procedure
manuals. Ability to write routine reports and correspondence.
Ability to speak effectively before groups of customers or
employees of organization.
MATHEMATICAL SKILLS - Ability to calculate figures and amounts such
as discounts, interest, commissions, proportions, and percentages.
Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY - Ability to apply common sense understanding to
carry out instructions furnished in written, oral, or diagram
form.
Ability to deal with problems involving several concrete variables
in standardized situations.
OTHER SKILLS AND ABILITIES - Excellent knowledge and usage of
grammar, punctuation and sentence structure. Proficiency with Excel
and other Windows-based software required. Must possess superior
communication, leadership and organizational skills. Must
demonstrate initiative, planning, good judgment and analytical
abilities to evaluate problems and create solutions. Ability to
coordinate projects and accomplish tasks with and/or through the
efforts of peers and/or subordinates. Ability to identify the need
for and coordinate completion of modifications to existing
policies, procedures and accounting systems as required. Must be
able to work effectively with co-workers and members of other
departments.
CERTIFICATES, LICENSES, REGISTRATIONS - A valid Florida Driver's
License or Florida Identification is required for the hiring
process.
